Asbestos consulting

Asbestos surveys, inspections & abatement design

Asbestos-containing materials are still common in Texas buildings constructed before the mid-1980s. TSEC's licensed consultants identify, sample, and document those materials so you can renovate, demolish, or maintain a property in compliance with TDSHS rules and EPA AHERA / NESHAP requirements.

  • Pre-renovation and pre-demolition asbestos surveys
  • AHERA-compliant school inspections and management plans
  • Bulk sampling with accredited laboratory analysis
  • Abatement project design, specifications, and bid documents
  • Third-party air monitoring during abatement
  • Operations & maintenance (O&M) program development

Who this is for

  • Property owners and managers
  • School districts (AHERA)
  • General contractors
  • Facilities and maintenance teams
Texas requires a licensed asbestos survey before most renovation or demolition permits are issued for public and commercial buildings. TSEC's reports are formatted for direct submission to the permitting authority.

Lead-based paint inspections & risk assessments

Housing built before 1978 may contain lead-based paint. TSEC's certified lead professionals determine where it is present, whether it poses a hazard, and what it takes to bring a property into compliance with Texas DSHS and federal HUD / EPA requirements.

  • Lead-based paint inspections by XRF analyzer
  • Lead hazard risk assessments for housing and child-occupied facilities
  • Dust wipe, soil, and paint-chip sampling
  • Post-abatement and post-renovation clearance testing
  • HUD-funded rehabilitation and public housing compliance support
  • Guidance on the EPA RRP (Renovation, Repair & Painting) rule

Who this is for

  • Landlords with pre-1978 units
  • Housing authorities and HUD programs
  • Daycares and schools
  • Buyers, sellers, and lenders
Lead inspections and risk assessments must be performed by DSHS-certified individuals working under a certified lead firm. Ask us for current certification numbers when you request a proposal.

Mold consulting

Mold assessments & remediation protocols

Water intrusion, flooding, and humidity lead to mold growth that affects indoor air quality and building materials. TSEC's licensed mold assessment consultants define the extent of the problem and write a remediation protocol a contractor can actually build a scope of work from.

  • Visual mold assessments and moisture investigations
  • Air, surface, and bulk sampling with lab coordination
  • Written remediation protocols per the Texas Mold Assessment and Remediation Rules
  • Independent post-remediation clearance assessments
  • Insurance claim and real-estate transaction support
  • Multifamily and commercial portfolio mold programs

Who this is for

  • Homeowners after water damage
  • Property managers
  • Insurance adjusters and realtors
  • Remediation contractors needing clearance
Under Texas rules, the company performing mold remediation cannot also perform the assessment or clearance testing on the same project. TSEC serves as your independent, licensed assessment consultant.

About TSEC

Personalized environmental consulting, built for Texas

Texas State Environmental Consulting, LLC (TSEC) is a minority-owned environmental consulting firm founded in September 2013. We were built around a simple idea: clients get better outcomes when one experienced consultant manages a project end to end, instead of being passed between departments.

Our team includes licensed asbestos consultants, inspectors, air monitoring technicians, and project managers who work statewide — from single-family homes to school districts, multifamily portfolios, and commercial facilities. We communicate with clients and occupants in English and Spanish, and every report is written to be usable by the regulator, the contractor, and the property owner alike.
